Webhooks: fix 403 Forbidden errors (csrf check)

* csrf_exempt must be applied to View.dispatch,
  not View.post.

* In base WebhookTestCase, enable Django test Client
  enforce_csrf_checks. (Test Client by default disables
  CSRF protection.)
