1. **Missing `__init__.py` Files** - FIXED
   - Created `tests/__init__.py` (top-level test directory)
   - Created `search/tests/__init__.py` (search app test directory)
   - Resolved Python module import conflicts

2. **Test Database Creation** - WORKING
   - Test database creates successfully
   - Migrations apply without errors
   - New entity relationships functional

**Primary Issue**: Field name mismatch - tests still using `owner` field instead of new `operator` field
