medmunds b0da1cf953 DjrillMessage class fixes ...

* Don't crash if no tags
* Allow `None` to omit options entirely from Mandrill send call
* Default `preserve_recipients` to None (= use setting from Mandrill account)
* ImproperlyConfigured --> ValueError for bad tags
